I believe that it will be overturned very Quickly, when one thinks that he had just hit the ground flat on his back, in the box centre of the goal, 8? yards out, arms by his side, no time to react, attacker shoots for goal, ball goes along the ground, I believe the ball hit his arm near the elbow, the panel have only one question to ask themselves. Where could he have parked his arm to keep it out of arms way, in the air, hhhm! Don't think so.
